Description:
-apache_beam.transforms.combiners.ToDict only support CombineGlobally semantics
currently. Let's extend that to also work PerKey like many other Combiners do.-
One can just use:
{code:python}
beam.CombinePerKey(ToDictCombineFn())
{code}
