Work Description: TheNeuralBit opened a new pull request #14967:

We have contact information in pydoc for these operations, but we should
also include it in the error message so users know what to do as soon as they
run into it. Required plumbing the base type through `not_implemented_method`.
I also went ahead and fixed some links that I noticed are using the wrong
format in their docstrings.
