If we (by mistake) swap arguments of HOP window, we end-up with invalid
WindowFn, that can produce empty windows, which then subsequently results in
{{java.lang.IllegalArgumentException: WindowedValue requires windows, but there
were none}}
We need to verify that the arguments are correct prior to constructing the
WindowFn.
