Having a useful `__repr__` is important for an API that may be used in an
interactive context, as jupyter notebooks will call `__repr__` on an object
when it is the output of a cell. This PR is an alternative to #15072. It adds a
simplified implementation for `__repr__` that just lists critical information
about the DataFrame or Series (names of columns and indexes, and dtypes for
Series).
The repr for a pandas DataFrame might look like this:

index foofoofoo barbar bazzy zoop
0 0 one A 1 x
1 1 one B 2 y
2 2 one C 3 z
3 3 two A 4 q
4 4 two B 5 w
.. ... ... ... ... ...
