This change supplies a config to AvroIO called getReaderThreadCount which
allows a user to control the number of reader threads used by the
ReadAllViaFileBasedSource avro file reads.
Without the change, any defined groups are removed during ReShuffle and the
design can easily cause OOM errors to occur.
