You mean since transaction is passed in as a side input here, right ?

I'm not sure if creating a different transaction fo splitting is OK but if
that's allowed you can just create a transaction within the splitRestriction()
call.
If that's not allowed probably cleaner to hold off this PR till
https://issues.apache.org/jira/browse/BEAM-12522 is resolved.
