A new transform `io.textio.ReadAllFromTextWithFilename` extends
`ReadAllFromText` transform to produce a `PCollection` of tuples of name of the
file and lines of the file.
This can be useful if lines from multiple files need to be mapped to
something like column headers based on the files from which they originate.
