Hi, just following up on this. Wondering if we are able to add and merge the
GCS related changes first so that it's not blocked by Google's migration to
public Dataflow SDK harness. We can work on a separate PR to add support for
delaying all HTTP remote package downloads. cc @ihji @ibzib
