There is a discussion on the https://github.com/apache/beam/pull/15185 that
seems to indicate lack of consensus on the introduced API surface, and there
is a proposal to revert the PR until the issues are ironed out, such revert
would need to be cherry-picked on the release branch, marking this issue as a
blocker for 2.33.0 for this purpose.
