[BEAM-6773] Add ValueProvider to CassandraIO.Read

This is the first part of ValueProviders in CassandraIO - support for Read.
Write and Delete will be added later.
ValueProvider to enable parametrisation at runtime and enable future
integrations with templates.
ValueProvider was added for all primitive types which are easy to configure
with Templates.
