I found this via the daily "Beam Outages" email. An outage (P0) should be
something immediately affecting the Beam community that must be resolved ASAP
and every minute counts. More urgent than release blocking. This doesn't seem
to be that sort of thing. I actually cannot tell, because it is not a
description of a bug/problem/feature but just a description of the task to be
done.
