   It first came up in the initial TestStream implementation, it's something 
with how Flink is setting up its environment. We asked around when TestStream 
was first submitted and no one seemed to know, which is why those tests were 
generally not enabled. Seems to be machine specific, impacting places like 
Jenkins but passing on other machines without issue.
