Yes it is the same command. ULR has the metrics support
(https://github.com/apache/beam/blob/8e3c1deb105f179f6f109ed37ad5e29412914302/sdks/go/pkg/beam/runners/universal/runnerlib/execute.go#L112).
On a [PR](https://github.com/apache/beam/pull/15364) that I added
RunWithMetrics, I skipped the result returned from it as it was not getting
used further. So we don't actually have an integration test for it.
