Thanks @TheNeuralBit -- I was really struggling with getting a dataset
created. It looks like we don't use Terraform/etc, and it was really painful
thinking about creating in web ui or via `bq ...` command. I came around to
get this unblocked now. But, I see a ton of things that our GCP-testing
project would benefit from via cleanup. Unclear where to begin, what is
welcome, whether this is anyone's explicit territory, etc etc.
