   IIUC @blackhogz and @amuletxheart are working on adding a 
`withAllowTruncatedTimestamps()` option. By default BigQueryIO will handle 
nanosecond precision timestamps by raising an (execution time) error for 
elements that that have precision beyond microsecond.
