1) Swap the usage within the BeamFnDataClient.
2) Wait for Dataflow JRH deprecation and code deletion
3) Swap the usage within the shared libraries for runners like Flink/Spark.
I have a prototype for 3) and got stuck when trying to update the JRH for
Dataflow since it was going to be too much effort there which is why I opted
for code deletion. JRH deletion is upcoming with Python streaming using
Dataflow runner v2 all the time.
