I can't detect any reason for the change based on the build scans, aside from
the hint that there's reduced parallelism. I also can't find any reason for the
reduced parallelism, especially not one that would only affect Dataflow VR
suites.
I marked these two builds to keep forever, as samples of performance prior to
the onset of this bug (11/9, 6PM UTC):
