I made some analysis for this, I think the current script is working as
expected. My guess is that the URL in the description has a typo in
{*}apache_beam -> apache-beam{*}, here is the correct URL for the same artifact
https://storage.googleapis.com/beam-wheels-staging/master/40326dd0a2a1c9b5dcbbcd6486a43e3875a64a43-862470639/apache-beam-2.31.0.dev0.zip
which is publicly accessible.
I think the confusion is because all the wheels files[1] have the
{color:#FF0000}apache_beam{color} format, while the source (zip) files have the
{color:#FF0000}apache-beam{color} format.
