@chamikaramj For the same reason as BEAM-11360
(https://github.com/apache/beam/blame/master/sdks/python/apache_beam/runners/dataflow/dataflow_runner.py#L878).
Even with the new portable job submission, we still need a transformer for the
original job proto. Otherwise, it throws the transform type not found
exception.
