In executions of GitHib Actions we see message:
```joschi/setup-jdk@v2 and subosito/flutter-action@v1 are not allowed to be
used in apache/beam. Actions in this workflow must be: within a repository
owned by apache, created by GitHub, verified in the GitHub Marketplace or match
the following: ...```
So it required to remove affected actions and replace it with proper ones
