Fixing the issue where for Avro format load, `WriteToBigQuery` throws an
exception: `The Apache Avro library failed to parse the header with the
following error: EOF reached`.
This happens because AVRO format exects non-zero input. This cannot be
possible because
[UpdateDestinationSchema](https://github.com/apache/beam/blob/9ce826ed492b8a64265f133b56b8158c883783b7/sdks/python/apache_beam/io/gcp/bigquery_file_loads.py#L323)
desinged to update a schema with a zero copy-payload.
Current PR:
* Fixes a format for copy job in `UpdateDestinationSchema` to be a JSON.
JSON is choosen because it allows a zero-rows payload and nested schema
* Add an integereation tests
