Go SDK creates `beam:artifact:type:go_worker_binary:v1` artifact type but the
new artifact service doesn't support it yet. I think we need to test and update
the new artifact service first before increasing FnApi environment version for
Go SDK.
That means that if someone needs to increase api major version for similar
purposes for other efforts, they wouldn't be able to do so in Go until this is
addressed. At minimum, there should be a TODO in front of the major version
number in Go codebase and Jira should explain that further increase requires
artifact service support.
