Ah, yes. Pinging [~ibzib] and [~kileys] about this. They know the most about 
the Flink runner and job server and Java versions in various containers. 
Ideally we don't have to have different versions of the Flink job server, but 
it can accept a Beam job for different Java versions and use the 
{{beam_java8_sdk}} or {{beam_java11_sdk}} containers for running DoFns. Is this 
perhaps due to using {{EMBEDDED}} mode?
