Description: According to comments on BEAM-11982, the change to resolve it
broke backwards compatibility. So that affects 2.34.0 and 2.35.0. It is still
worthwhile to restore 2.36.0 (was: Reference PRs (See BigQuery IO example) and
detailed explanation of what's needed to instrument this IO with Request Count
metrics is found in this handoff doc:
