@kennknowles I tried out the labeler after merging
https://github.com/apache/beam/pull/16665 and it failed with `HttpError:
Resource not accessible by integration`, it turns out this is a known issue
that can be worked around though - https://github.com/actions/labeler/pull/90
I think this should fix it by getting the workflow the permissions it needs
to access the token
