Add basic unit testing to the [sql
package|https://github.com/apache/beam/tree/release-2.36.0/sdks/go/pkg/beam/transforms/sql]
We want code coverage at or above 50%, it is currently at 0%.
This task largely consists of testing the setters, as the Expand() call depends
on an external expansion service and is tested elsewhere.
