Add more unit testing coverage to the [exec
package.|https://github.com/apache/beam/tree/master/sdks/go/pkg/beam/core/runtime/exec]
We want coverage at or above 50%, it is currently 45.4%.
coders.go and translate.go have the most untested lines and would be a good
place to focus on.
