@kennknowles thanks for taking a look. I was trying to model this after the
previous upgrade, the one that tries to create the new vendored artifact is
here: https://github.com/apache/beam/pull/17028. If that's right, I think that
one needs to be submitted first, and then this one will work once the vendored
artifact has been released?
