This should not be a breaking change for users of the Pub/Sub IO transforms.
The Pub/Sub python library was only used within beam for testing purposes, and
is not actually a dependency (until this added it as one as a transitive
Pub/Sub Lite dependency).
Can you clarify what about this was a breaking change for you?
