I think the default behavior can be changed by changing the retry policy of the 
BQ connector: 
https://github.com/apache/beam/blob/67cb419b834c1aedd997bc5af2d0b55d2c9e0d07/sdks/java/io/google-cloud-platform/src/main/java/org/apache/beam/sdk/io/gcp/bigquery/BigQueryIO.java#L2333

Does that provide what you want ?
