This reverts commit 6a50718364282b4e0a2fb266a7d6767e50961607.
A bug preventing ProcessContinuations from being used properly was found
after branch cut. Reverting this commit prevents this feature from being used
with errors at construction time indicating the in-progress nature of the
feature and removes reference to its availability in CHANGES.md for 2.39.0.
