The Go SDK's [passert
package|https://github.com/apache/beam/tree/release-2.39.0/sdks/go/pkg/beam/testing/passert]
currently lacks proper support for streaming DoFns and window awareness.
Testing utilities should be implemented so streaming pipelines can be easily
tested by users.
