[~tvalentyn] I'd like to work on! This issue bothers me.
I also agree header should be string in aspect of smoothly migration to Python3
from Python2.
And found that beam.io.textio_test.test_write_dataflow_header uses bytes header
with beam.io.textio.WriteToText, is this affect to problem in postcommit
integration tests?:
