Support TestStream in portable Flink Runner

With #8383 we added support for TestStream in the legacy streaming Flink
Runner. This ports TestStream also to the streaming portable Flink Runner. In
the course of this a coder issue was discovered which has been addressed in
#8396.
This work is based on that commit.
