Seems that failure is due to
[this](https://github.com/apache/beam/blob/fff46e1bbe80074c3e3170a6b6f154f1735e5a97/runners/google-cloud-dataflow-java/worker/src/main/java/org/apache/beam/runners/dataflow/worker/fn/control/FnApiMonitoringInfoToCounterUpdateTransformer.java#L82).
Should be changed to equals, or distributions first.
