[BEAM-7302] Fix project dependencies in pom.xml outputs

This approach is quite a hack. But I think our hand-writing of the pom is
probably the root cause we should address.
Feel free to not merge this, but instead fix at the root. This does
demonstrate the correct dependencies. I tested by publishing according to the
wiki at https://cwiki.apache.org/confluence/display/BEAM/Gradle+Tips, I ran:
./gradlew -Ppublishing -PdistMgmtSnapshotsUrl=~/.m2/repository/ -p
sdks/java/io/kafka publishToMavenLocal
And the dependencies were `beam-sdks-java-core`, etc.
