[~angoenka] The tests are passing because the release branch was cut before the
StringCoder revert. However, we still have to add the additional PR that
Heejong mentioned below. Also, the original stringcoder PR contained a change
to the Flink Runner which could lead to incorrect key encoding.

Correct, the PR adds the diff which was missed in between reverting, patching,
