There is already one test which covers BigQueryIO read in Python SDK, but there
are no tests for BigQueryIO write.
My plan is:
1) Use SyntheticSource to generate input data. Data size can be configure by
command line arguments.
2) Write data to BQ dataset and measure throughput.
