BigQuery IO read performance tests

This PR adds a performance test for BigQuery IO read. It sets up BQ table
with input data if needed, reads data from that table and does a final
assertion.
The test takes the same set of command line parameters as LoadTest. This
allows to run tests with any data size needed.
