@jhalaria Yes, I'm suggesting that you replace ParDo.of(new PartitionPollFn)
with Watch.growthOf(new PartitionPollFn), and change PartitionPollFn to be a
Watch.PollFn instead of a DoFn.
(Note that this will also make your tests much simpler: now you only need to
verify that your PollFn correctly returns the results of a single poll - the
rest is already tested in Watch)
