This code cannot be patched in Beam in 2.7.x branch. The reason is Dataflow
worker was brought in at 2.8.0 (https://github.com/apache/beam/pull/6561).
Dataflow Java worker will still benefit from this fix and could help people
upgrade from 2.4 to 2.7.
Kenn, I will leave it to you to decide whether it is worth patch dataflow java
workers for this version or not.
