Currently there are two types of statistics, on is for calcite that should
implement Statistic interface, the other is BeamRowCountStatistics. We should
unify them so that Beam's Statistic also implements Calcite Statistic
Interface. Also we should add rate support for it to be used for unbounded
tables.
