Adding BeamTableStatistics.

It removes the BeamRowCountStatistics and adds a new Statistics Class that
supports Calcite's Statistic interface. (BeamTableStatistic).
Also it changes the row count representation from BigInteger to Double so
that it will be the same as Calcite's Statistics.
