[~altay] we can remove 2.7.1 fix version once we merge
https://github.com/apache/beam/pull/9137. Introducing "UNRECOGNIZED" value to
Java and Python SDKs does not need to be tied to 2.7.1 release. Does that sound
good, [~kenn]?
