Unify Python Gradle test configuration so that all tox and integration tests
are located in right subproject of `:sdks:python:test-suites`.
- Move Py2 Gradle tox and integration tests from `sdks/python/build.gradle`
to `:sdks:python:test-suties`
- Create py2 subdirectory for each test-suite.
