Row rate window estimation

This implements row rate window estimation for all the nodes and adds the
tests for all of them.
It is on top of previous pull request that was creating the metadata for
RowRateWindow estimation:
https://github.com/apache/beam/pull/9185
We can either first merge the previous one, rebase this one and merge this
or close the previous one and directly merge this one. (It has the commit from
the other PR)
Implementing RowRateWindow estimation is required for implementing
BeamCostModel. It is discussed in:
