When users are allowed to configure an IO in multiple manners it is a good idea
to alert users when they are overwritting the configuration. In the case of
JdbcIO it can happen if the user simultaneously provides a
dataSourceConfiguration and a dataSourceProviderFn. So we need an extra
validation to check when this happens.
This is a follow up of a discussion on BEAM-7264.
