Handle Unsupported Lookup Joins in BeamSql

- Added code in BeamSideInputLookupJoinRel which throws
UnsupportedOperationException if "OUTER JOINS" are applied when the OUTER side
is a Seekable Table.
- Added Unit Tests for BeamSideInputLookupJoinRel
- Modified and added Javadoc for Join Rels.
