I am thinking to add a new rule for Join which matches when:
* One of the input has Global Windows with Non-default Trigger.
As long as one of the input has Global Windows with Non-default Trigger, this
rule should match not caring about the other input whether it is Bounded (or)
not. By doing this, we will also be supporting BoundedTable JOIN [Triggered
PCollectionView]
