[BEAM-8335] Add the WatermarkReporter to support the WatermarkReporterParam

Implements the DoFn.WatermarkReporterParam by adding a new overridable
class, WatermarkReporter. A Python SDK implementation wanting to add
WatermarkReporterParam then implements this abstraction and gives the instance
to the DoFnRunner. The SDK implementation can then retrieve the reported
watermark and do what it wants with it. For example, add a watermark hold equal
to the reported watermark.
